BCs new (2023) Emergency & Disaster Management Act, aims to see “build back better” but how in rural areas where there are no zoning bylaws or building enforcement?
BCs unincorporated areas provide service decision authority to residents in a user-pay elector assent service model.
Many Canadian EMs use FEMA IS courses & wouldn’t be able to achieve a CEM if access to these end. This is due to the Amercentric qualifying exam contents. We don’t have a NIMS equivalent and no two programs across Canada teach the same foundation. We don’t have a national EM approach.
