This is stupid, even by Sean Davis standards.
Just looking at 2024, Arlington Co. and Alexandria together gave Harris a roughly 122,000 vote margin. Move those voters back to DC, and Harris still would have won VA by about 138,000 votes.
It's going to take a lot more than that to save the GOP.
