That's sorta the thing about games isn't it - gameplay and story shape each other. The whole anguish plot probably wouldn't exist without Prey. Many storylines in Legion likely only exist because Blizz wanted to give each class a base and each spec a special weapon. Tirion died for gameplay reasons
