‘Operation Zero Out’ Campaign Seeks to Clear Expensive Water Bills in Jackson, Mississippi Operation Zero Out: Jackson aims to provide relief to Jacksonians facing expensive—and at times inaccurate—water bills.

Jackson, Miss., has suffered from water issues for decades. Brad Franklin believes that the ongoing problems were unfairly pinned on Black leadership in the city.

“If this wasn't an 85% Black city. I really...feel in my heart of hearts that this problem would not be happening,” Franklin said.
