R4Today stopped being impartial a long time ago. For me it started with John Humphrys who thought the main point of interviewing someone was to get them to confirm his own preconceptions. Most of the other presenters have followed suit.

I use lights all the time in UK. I refuse to wear HiViz.
Flashing lights are all about being seen in urban, partially or well lit environments. For rural roads I would use fixed front and flashing rear (or, in reality, get home before dark).
