Sort of hard to evaluate atm. LIRR is intentionally limiting their PSNY service to at most ~19tph to accomodate the ongoing East River Tunnel Rehab project.

So there are a bunch of trains going in to GCM that LIRR probably would rather be sending to Penn but can't fit them in Lines 3 and 4.
