I think it's meant to be there. If you pull it out (if you can), the rattan covering will slacken and eventually come off. You could cut it off and then file down the rough edges if you want to get rid of it.

I used to work in a costume shop where we weren't allowed to use seam rippers (too easy to inadvertently rip expensive fabrics and beadings) and used an awl or stiletto pick or break stitches. This looks deliberate to me. The clue is how much thicker it gets as it get's closer to the handle.
