- grieve the lloyd (funeral procession thru town to the mall, rowdy public wake)
- hotbox the lloyd (self explanatory)
- purge the lloyd (do the purge, but just inside)

yeah I think if the committee is clearly empowered by Council to make meaningful decisions (like PCEF committee making formal and relatively final $ rec’s to council) that’s one thing. but what actual power would this committee have to “check” Council/admin/PBOT’s behavior? if none, I’m lukewarm too

I think this might be the source - this is what’s in the current ordinance and PBOT has been saying they’ll use the same *oversight/accountability* structure as FOS. tbd on what that actually means tho since the $ are directed so differently and more allocation seems set to happen thru the budget 👀

they (or the auditor) did this in part in 2017! 😅 but still hasn’t been fixed. would be great if the TUF can be the catalyst for finally addressing it - getting the distribution system in place for TUF discounts/rebates seems like it mostly solves the tech puzzle

ofc that risk is not zero as it’s written now, council can amend the code however they want in future, it’s just another hurdle on top of the regular budget process to slow the roll a bit

I’d be much more amenable to this if the disparate impacts to multifamily/renter/nondriver households were resolved (otherwise I feel like some measure to balance it on the spending side is necessary) - I wonder how much this would increase the risk of a council earmark free for all though

yeah points very well taken on the benefits/drawbacks of electing transit board members, *and* I see little downside in at minimum transferring board appointment power to our metro council and/or local govts in the region (invite someone to tell me I’m missing something tho!)

whereas TriMet’s board are appointed by the Governor and serve at her pleasure. they aren’t directly accountable to a voter base OR appointing body that actually corresponds to the region/district served, so the incentives feel pretty different

Sound Transit’s board is also 17/18 local elected officials proportional to jurisdictions’ population in the transit district - so mayors, county commissioners, others who are themselves accountable to voters. seems like it may create an incentive to pursue investment, service growth
