Whilst Luxwmburg is the only entire country to have completely free public transport, many many cities have free or almost free public transport, or free for large zones, or significant timeframes. Its not particularly radical or difficult. Everyone is fine.
Most cities in Australia also have free transport in central zone, and/or one weekends, and/or school holidays. Everyone is still fine.
We have 50c (about 30c USD) fares in Queensland Australia for buses, trains, trams, ferries. They couldnt make it free because that was a policy of the Greens. Was implemented as temporary by left govt, made permanent by conservative govt. Everyone is fine.

The unemployment in 'ideal' unemployment means people who want, or need, to have paying work. Not people who don't need to work because they have other income.
So 4-5% living off only government assistance, no other income, is 'ideal' according to mainstream economic policy
