TLDR; later this year you'll be able to swap your current tenant to a commerce enabled tenant so you can buy a copilot license in it.

Someone in my group is actively working on trying to get the date closer and also make it more affordable for a dev env.
we are working on enabling commerce in these tenants but few more steps left with 3 different divisions of Microsoft to align. ETA ~I'm hoping by Sept if not before. trying to escalate to make it happen quicker. Challenge is that license is 12 months up front too.

Really like the creativity of Simon Doy here on the Declarative agent he built in Teams toolkit. It's not business orientated, but a great example of how instructions and capabilities like GraphicArt can be used!
