It is Blanka's stage, a riverside dwelling in the amazons. There is a large knotted tree with an orange snake wrapped around it. The snake makes no anatomic sense. The conflict in the image is Blanka drawn in a stiff yet overly detailed style, punching Dhalsim (an hindu mystic) to the ground. The faces of both Blanka and Dhalsim are expressive, but unreadable. Just messes of lines not conveying anything understandable.

Lower, from left to right, we see Genki the ninja mid air flip, Joe the american heel kicking Ken in the face, and then Mount Rushmore floating in the background. Then, on the lowest row, we see Eagle, Lee (tiny compared to the rest of the cast, but towering over China) kicking, and finally Birdie and Mike with their fists raised, looking menacingly at the viewer.
