Odd, indeed, to get that response. In fact, in such situations I've often checked in with the PE/PM to ask if they've received any updates from the author that may be causing delays and that I might be unaware of.

Depending on what the schedule is, I decide on a reasonable length of time to wait for a response from the author after initial contact and send a follow-up. If I don't hear back after one or two follow-ups (again, how many depends on schedule), I will ask the PE to nudge the author.
