I'm guessing, in this case, as we're seeing incentives everywhere, Kia knows VW's stronghold is Europe and expects the ID.3 refresh (like the bZ refresh) is enough for captive customers not to consider looking outside brand, thus the incentives.
Same reason VW's discounting ID.Buzz as PV5 launches.

Feels like retconning Kia's intention with PV5 (concepts of commercial vehicles at trade shows, entire platform focused on commercial vehicles separate from consumer, etc) and projecting them on the meager ID.Buzz sales... I dunno, so many of the takes on that site just don't make any sense.
I've not seen the article, but I have given up on Inside EV as so many of their asides are so sophomoric and don't seem grounded in the reality of the segment I've been driving for a quarter century.
VW launched decades of passenger concepts, built out 150k prod capacity and barely hit 1/5th that..

Start asking: “Who is leading on…” (covering parking with solar) “How’d they get there? What can we do to see the same progress in our community”
(San Diego isn’t leading, just using this example as I saw SO MANY lots with solar in MV)
