The regulatory analysis suggests that these will have a material impact on GHG emissions from electricity by 2050, although not too large by 2030 or 2035. Will be interesting to see if the new flexibilities are enough to satisfy provinces.

Compared to earlier iterations, they allow more flexibility, by allowing generators to "pool" (i.e., be regulated as a fleet rather than a unit) and allow generators to bank credits for later if they over-comply. IIRC they also allow more time before a generator is treated as "new."
