Well yes but depending on the country they are probably going beyond checking DNS

Off the top of my head:
- Public WiFis
- Country or ISP blocked sites
- Not wanting your ISP/gov to know the site you are visiting (civil disobedience, for example)
- Open ports through CGNAT (NAT-PMP)
