As someone who has gone through the RCMP application process...they have never been looking for the smartest or the best. They look for those who will follow orders and have little problem viewing the public as the enemy (ie continue the patterns of behaviour you mention)

Conservatives have no interest in their ridings. I have never seen the Conservative MP in my riding. She was at one exploitative memorial during the election making a "special appearance". Raquel Dancho is a hateful terrible woman.
