What was MPD doing in Jan & Feb to rack up all that overtime?!? In Dec 2025, $5.5M for predesign got inserted via a last minute 2026 budget amendment, circumventing the independent, citizen-led review process (CLIC) that exists for exactly this reason. Maybe we should use the predesign $$ to publicly explore all viable options to meet this need? (8/12)
