Oppression never lasts. Eventually, creatures will take what they need, by any means necessary. Oppressors are victims of systems that empower them, following incentives like anyone else. I have opinions on smokables! I don't think it's tobacco or marijuana. I imagine a small shrub which one could grow in a pot in the kitchen window, perhaps a bit larger if you gave it space. Leaf is ground and dried before use. Every family has a slightly different cultivar, bred over generations.

I might have the most batshit take on this, but maybe ttrpgs (or everything) can become more local? LGS becomes more vital and does printing? Or folks get under the table games from their local writer. Dunno if thats just communal fantasy. I also think all available space should be food gardens.
Something I've never seen in a ttrpg book, but think it would be cool. Bind the pages to a rail, hardcover can slide off the rail and become a GM screen. Also flash memory is dummy cheap now. Including a microsd with the book that has a pdf of the book and also generators and other tools would rule.

Had more time to think about it, and I think my take is more that for the settings we think about this occurring in, it mostly didn't emerge from intent. It arose naturally over time, with iteration and time and multiple voices. And the logistics of large projects, over time. Jank creates beauty.
