I think I figured out the phantom reposts. There are scam artists using their own PDS (AT Protocol data server), and they're reposting random things from the firehose to try to get attention, even if the poster is blocking them already. ATProto is allowing the repost action, but it shows up nowhere.

I'm disturbed, but I'm not *surprised.* Saw this under GWB. Saw this under Reagan (though I wasn't old enough to understand it fully at the time).
