Trump abuses his power when people believe he can. If enough of us erroneously believe it, it only gives him more power.

They (and we) will get nothing, because, as you say, ICE funding is already in place, so the Dems only leverage was to shut down everything else. Remember when they agreed to fund the government last time in exchange for a promise to negotiate health care subsidy extensions? How'd that work out?
