What this means in practice:
Mobile IP geolocation is complex, but it’s not unsolvable.
Classifying prefixes and understanding roaming behavior helps systems decide when to trust an IP’s location and when to treat it with caution.
Prefix behavior determines reliability.
Some prefixes are roaming-only and often mislead geolocation.
Others mix roaming and non-roaming traffic, making them inconsistent signals.
Three roaming architectures shape the outcome:
Home-routed (HR): traffic tunnels back to the home network
Local breakout (LBO): traffic exits in the visited country
IPX hub breakout (IHBO): traffic exits via a third-party gateway
Roaming introduces location mismatch.
With home routing, the IP reflects the home network, not where the user actually is. So, someone traveling abroad can still appear in their home country ⚠️
Mobile IPs don’t map cleanly to location.
Prefixes get reused across regions, shared between carriers, and masked behind CGNAT. One IP can represent users in multiple locations at the same time.
