Of all the midsized and slowly decaying suburban malls in North America, Capilano Mall is definitely one of them.
Are there some interesting quirks that make it worthy of discussion? Yes.

The problem is that MOA is far from downtown and controlled by a university and not a bunch of rich guys, so there’s always going to be ambition for something greater.
But I don’t think we’ll find a better unique artistic cultural expression here in my lifetime.

The thing about Vancouver wanting a world class art gallery is we already have one.
The Museum of Anthropology combines two of the greatest visual contributions this land has shared with the world — West Coast Modernism and Northwest Coast Art — into a singular expression of this region.

You can argue (as many have!) that it's an incredibly flawed structure to give cities so few levers to raise revenue or be creative with financing, a vestige from an era before countries were urbanized, crippling the power of cities to do good
But their finances are by and large in very good shape
Local politicians (such as this Victoria councillor) generally say their finances are awful and blame higher levels of government all the time.
They have the best credit ratings and the least debt.
Their struggle comes down to big ambition and minimal tools.
but most big municipalities out here do things slightly differently in terms of how they structure reserves, or how "available" that cash can be
so there's nuance (which comes more fulsomely in the articles I write), but it's worth highlighting the topline numbers
because many politicians use language like "times are tough, so we need cuts here" or "the current/previous mayor made our finances a joke" or "at the last second, we managed to find $50,000 to save this event, praise us!"

oh for sure — and I say that in the story I do on this every 2-3 years — but funds that are "already committed" get changed fairly regularly by councils
I like doing the story because it illustrates the spin (most of the time) when politicians say things like "we have no choice"
I've done this story a few times — B.C. municipalities are very fiscally conservative, avoiding large debt and putting surpluses immediately into reserves they can't touch.
For the most part it's a good news story!
But politicians like to hide that for their own spin.

The City of Vancouver has just announced they had a $530 million surplus last year.
It follows a $860 million surplus the year before, and years of $300+ surpluses.
It's the annual reminder that when local politicians say times are tough, they're usually being misleading to suit their agendas.

Absolutely insane this is being allowed to happen. Chemtrade produces 40% of all domestic chlorine in Canada - primarily used to treat drinking water - and they're being forced to cease operations after an online smear campaign funded by their direct competitor.
Money, land, fans.
