At the moment, i think you would just essentially need to make the meshes and textures as you describe, so each level gets a new storey added?

CSII is all 1:1 whereas I would say cs1 had some weird scaling things to think of :D

Now the focus of the upcoming update isn't asset creation BUT there's been some big strides made to allow some testing!
