"Justice involved population" is not used by activitists but by academics, particularly those working in public health. And it's a distinct and useful construct. It's not "woke -speak", and it's also not a synonym for the incarcerated. See libkey.io/libraries/81...
If you're going to get bent out of shape when people who work in public health talk about this population or that population, Andy Beshear, you're going to have a very bad time. It's their whole job, my dude.
It's inclusive of those who are currently incarcerated or otherwise under penal supervision of any kind, people on bail, juvenile offenders or accused and their families, recent parolees/prison re-entry populations.. it is useful.
According to a literature search it is lightly used in academia - public health in particular. But it's a useful term there and it isn't interchangeable with "prisoners", "convicts", "detainees", or "incarcerated people". See libkey.io/libraries/81...
