When I was a child they had to give me 2 extra injections of one vaccine, because I was still not reacting enough after the normal dose, then it was ok
It's impossible to know without more information. The vaccine teaches their body how to fight it, but their immune system may not be strong enough, or they may be exposed to too much of it (like spending the day at a nursery with several infected kids) to be able to fight it all
Vaccination only fully works if most people get it (I believe it needs 95% of the community to be vaccinated for it to stop spreading). In a low vaccination environment the vaccination does not fully prevent catching it but reduces the severity of the illnesses.
