In storyline, Kenny has the power. He doesn’t use it because it would be unethical. That was the difference between him and the Bucks. The Bucks used their EVP power for over a year. Theoretically, Kenny could do the same if he chooses to.

Was never an EVP. The match against the Bucks was just to strip them of the EVP titles. Now that he’s a heel, he wants that title. Good storytelling.
