Apropos of nothing, IMHO, baseball has been more willing in recent years to make radical changes to the game than other major sports. Pitch clock, banning the shift, disengagement rules, 10th inning ghostrunners, ABS. Something to consider when just "calling balls and strikes" isn't working well.

Speaking of the operator's word, should past bad actor behavior factor into future permitting? How about the billions of dollars in unmet closure obligations the oil and gas sector is passing on to taxpayers? In Matt Y's understanding of "benefits to the economy," do those costs remain externalized?
For example, let's say a recent agency order approving a plan to drill & produce 150+ wells instructs the operator to "use electricity to power all operations through the drilling and production phases at all locations within [the planned area]." Who enforces? Do we take the operator's word for it?
Still, let's say you succeed in convincing the regulator to mandate electrification or apply a lot of BMPs to improve safety/enviro + public health. Are there strong oversight and reporting requirements in place to ensure any of those are implemented?

Ok. I have advocated for these seemingly-anodyne measures, and hear resistance about defining terms, costs, feasibility, and more.
