For our youngest, we had trouble until we were going to go on a Disney cruise for my dad's 70th.
We told him the rules. He had to be potty trained to go to the onboard big kids camp with his older brother. If he had to be changed, he'd have to go to the baby camp.
He trained himself in 3 weeks.
