It's clear from the emails here that he knows that openAI can't compete with Google and others without outside investment. He just hedged his bets. And he lost.
Elon likes to make it appear that he just can't stand the thought of building a for-profit AI company within OpenAI, but, really, he's more concerned about ceding a bunch of control and profit to the people building it.
