It's getting quite popular in the SOTA community too because the trackers are so lightweight. The Lake District and Snowdonia both have digipeaters on hilltops.

Oh yes, it's a bag to keep rain and muck off the tow bar while it's not in use!
Assuming you mean the white bar across the top it's some plastic for aerodynamics protecting the solar panel behind it.
