If Ohtani is a 25+ SB guy, taking him over Judge makes sense. If both are like ~10-15 SB guys, gimme Judge.
Ohtani only stole nine bases after returning to pitching last year, I thought people were really overstating the stolen base gap between him and Aaron Judge at the top of drafts (and Judge is pretty clearly a better hitter by the other metrics)
