If the Government funded these legacy schemes at a cost of £3bn a year, it would move these costs off bills and thus prevent them disproportionately impacting the most vulnerable energy consumers.

Alternatively, fund GBIS and ECO for a cut-price £1.5bn and they could double the Warm Home Discount!
