I think you should go look at polling around then. The ACA Repeal + the Tax Cuts made Trump incredibly unpopular before he rebounded a bit into 2018

Im not saying this is ideal, but a couple things this guy won’t note is:
•PAC’s/Committee’s get much less ROI than candidate spending
•the likely $250m money sink that is Texas Senate
•the recent elections where Dems got outspent and still won
Money has diminishing returns!
Not to mention, while a lot of barriers still exist they are really used more as scare tactics to de-motivate voters and there are all kinds of Dem groups that fight against that.
So this seemed asked in earnest so I’ll answer earnestly. Black turnout has largely increased over time, but if even 100% of black voters turned out they simply don’t make up enough of a demographic to flips these states
You have to get white voters
