The Infrastructure Investment and Jobs Act (IJA) provided federal funding for rural broadband. The Broadband Equity, Access, and Deployment (BEAD) program is funded through IIJA and administered by the National Telecommunications and Information Administration (NTIA). The BEAD program is a $42.45 billion federal grant program that allowed each state to access funds for high-speed Internet access to all unserved locations within their borders. Montana was awarded $628,973,798.59 million through the BEAD program. Montana BEAD applications are currently under review and Montana has begun selecting service providers. Montana's governor praised the program as a generational investment and a central part of Montana's economy.

In 2025, Montana ranks 50th among states in BroadbandNow's annual rankings of internet coverage, speed and availability.

NTIA rules for the BEAD program focused on access and affordability; created good-paying jobs; grew jobs for local workers; provided increased access to healthcare; enriched educational experiences of students; and focused on improving access for rural America. NTIA decided that fiber architecture was the best technology to achieve the goal of building future-proof networks. One example is Blackfoot Telecommunications project in Sanders County, which improved access for the hospital and the school. Sanders County Commissioners said the project was "an economic boost for the construction piece of it."

This month, Secretary of Commerce Howard Lutnick announced that BEAD was reversing the decision to prioritize fiber Internet networks in distributing grants like the nearly $629 million for Montana. The reason? To give the money to Starlink, Elon Musk's satellite company. The proposed change makes it much easier for Elon's Starlink satellite-internet service, to tap in to rural broadband funding. Under the BEAD program's original rules, Starlink was expected to get up to $4.1 billion. The change means Starlink, a unit of Elon's SpaceX, could receive $10 billion to $20 billion. It also means Elon has control over Montanans access to information.
