Tysm! The elite riot armor is found in a dlc, and since it's not the NCR's it has the benefit of not being seen as faction clothing. So you can wear it freely anywhere you go

More or less! It's elite riot armor, which existed pre-war (and you can loot on a corpse). The NCR rangers wear a variant of riot armor 💪
