What you experienced is worse, but I have similar concerns when I punch a game that comes with like 20 enormous bags and nowhere near enough pieces to warrant them. I suspect these two types are in cahoots.
Okay I'm gonna say it: it's really weird for large for-profit conventions to have "volunteer" staff.
Fan-run cons do that because they're non-profits and no one is getting meaningfully paid.
Professional cons are businesses and businesses need to pay for labor.
