I can only add my personal experience here, but I'm on my 4th EV now and I thought I would need a Hybrid, but all I needed was a level 2 charger in my garage that charges at almost 10KW and, unless I'm going on a road trip that's more than 300 miles, I never have to charge anywhere but home.
It does depend a little on where you live, it's harder to only have an EV in the Giant Rectangle States (tm) than it is in PNW or the Mid-Atlantic. That being said, I've road tripped with multiple EVs and, with a little planning, it's not that difficult even in places without many chargers.

How long does mowing your yard take? I grew up on a farm that had about a 3-4 acre yard depending on how you counted the chicken range, it took the family working together about 3 hours every weekend to get it all mowed using a tractor with a mowing deck, two lawn tractors and a push mower.
I believe that West Virginia might be a more difficult place, especially if he lives in a super rural area, but they are going to have electricity access everywhere you go, so it's a matter of speed and convenience more than it being impossible.
It takes more planning, but it's definitely doable.

If you don't mind much about what color you get or specifically which model you get, there are used EVs with most of their life left ahead of them starting at between $10k and $15k that you could probably get 100k miles out of with minimal maintenance and headaches.
