We now have the Baku Climate Unity Pact: NCQG, GGA, MWP.
Maldives 🇲🇻, Fiji 🇫🇯, Canada 🇨🇦 don’t see consensus as well.
Switzerland 🇨🇭 on behalf of EIG supports Chile in saying that the text lacks consensus.
Chile 🇨🇱 as AILAC says the text on UAE dialogue does not represent consensus.
Pakistan 🇵🇰 thanks the presidency. They agree the goal 💰 is not enough.
EU 🇪🇺 expresses satisfaction about the week of diplomacy and the hard efforts.
Nigeria 🇳🇬 supports India, and rejects the text as well.
Presidency “taking note of the statements”, so it seems no coming back on the adoption (for now).
Bolivia: climate finance is not charity, it’s a legal obligation.
Bolivia 🇧🇴 supports India’s rejection of the text.
India 🇮🇳 “We oppose the adoption of this document” repeated 3 times.
India mentions lack of respect of rules: they weren’t allowed to speak before adoption. Also, they say trust is of utmost importance in UNFCCC processes. And it got violated here.
‼️ India rejects this text as an incident.

Plenary reopened for the 3rd time
Plenary suspended again. Only procedural agenda items gaveled. It’s becoming hilarious - if only it wasn’t so important.
Past midnight here in Baku. Second part of the plenary starting & final changes to the NCQG being done in a huddle in some corner of the room, between only few countries.
One thing is sure: this COP29 lacks transparency and participation.

Closing plenary of #COP29 has started. Negotiations have not finished yet. But the #COP30 launching video was shown. Number of gaveling at this COP as of now: 0.

‼️ LDC point of order: this text does not represent the minimum we need, as we & AOSIS have already expressed. We are the majority in the room. You can continue discuss this text, but it does not represent anything for us, so let us leave the room. Otherwise suspend the session.
Also India underlines the lack of transparency and engagement of the process.
Underlines the need to focus on a provision goal as per art 9.1, because mobilization per se is not enough.
Also AOSIS state they are not in a position to accept the current text.
LDC express impossibility to engage on the current text, as it doesn’t reflect what LDC & SIDS have been requesting. The group also laments the lack of involvement by the presidency & lack of transparency.
A new text on the NCQG is circulating. First discussion open to observers in quite a long time.
