Federal employees, outside of military, constitute approximately 3% of the federal budget but these folks are the problem? I guarantee the public servants are paying taxes. The ones making unconstitutional cuts to government agencies are the ones getting tax breaks and not paying their fair share.

Different spending priorities do not constitute fraud. Congress passes budgets, auditors review spending. Not liking these decisions isn't equal to abuse of tax dollars. Call your members of Congress if you don't like something or would prefer different expenditures - that's how government works.
