As a factual statement, this is incorrect: more people who arrived from 2021-24 will face a 15 years wait than have a 10 year wait.

There is a big convergence on 5-6 years almost everywhere. Sometimes 3-8. Switzerland is more sceptical so went with 10 years: tougher than any other democracy

I think No 10 understand necessity of significant compromises - esp on transitional cohort. But it would be disappointing if there weren't at least 2-3 ministerial resignations *if* the tripling, quadrupling (and quint/sextupling) of settlement to 15-20-25-30 years really was railroaded through.
