I think two things contribute

Bearing in mind that the UK system is FPP electoral and we have MMP then I'm not certain opposing Labour would achieve the goal you want

In AoNZ I think that approach wouldn't work and burn political capital

But yes they should be explicit about the things they will do that Labour shies away from
