That's pretty much the norm. It's usually because people put their DOB instead of the date, the signature is either illegible or in the wrong spot, or the signer moved and didn't update their voter reg. Just comes down to double checking info when collecting and and making sure voter reg is updated.
I don't know anything about the absentee ballot stuff but it's pretty common for signatures to come back invalid for a variety of reasons which is why organizers collect more than the required target. My partner messed up the date on his signature and I failed to catch it so he has to redo it. 😓
