I actually have a more fleshed out version in my notes. I had to trim it to text limits. I also believe that it should include text for no pre-conviction pardons and no group pardons. Each pardon must be for an individual with each conviction listed out signed in person.

I totally agree so I am suggesting it being called the Ethical Pardon Amendment. I didn't put a number because there are several amendments needed to close some loopholes. Amendments need to be precise so there is little wiggle room.

Ethical Pardon Amendment
A person that belongs in one of the following 4 groups may not be pardoned.
A. Immediate Family members , including President and spouses
B. Administration, including advisors
C. Campaign staff, workers, or volunteers
D. Employees of any businesses owned by the President

In terms of salary. a individual trust should be set up for every Congressional Office that handles all the money that needs to be used for that office, including salaries for elected officials and staff. That office belongs to the people and the person elected is just a temporary ward.

Conditional term limits. Get two terms with no restrictions. After the 2nd term, any incumbent must get at least 40% turnout in the previous election to automatically qualify for another term . If the turnout doesn't reach 40%, the incumbent must get a petition of at least 15% of the district.
