Thank you for raising these questions. Children with special needs make evaluations of a schools skills and commitment, especially important. Dare I say that some school have gamed the system because they could. The recent Sutton research was very useful.

What you are describing is complex but of infinitely more value to individual schools. The elephant in the room is that ofsted imagines its core purpose is comparison but lacks the sophisticated observational techniques and data analysis to do so meaningfully.

Raw scores aren't helpful despite appearing useful. This is misleading. But adjusting for context makes comparison difficult. Perhaps it is best not to set out to compare. Rather better to support schools to see how they are working with their unique school. As a former EP, this makes sense to me.
