The 9/11 Security Fee collects $4.49 billion annually from passengers sold as TSA funding. Congress can legally redirect it anytime and has since 2013. Either make it a protected trust fund Congress cannot touch or abolish it. You cannot charge passengers for security and spend it on the deficit.
