pdsls.dev also supports deleting records in bulk. I had no problems deleting ~5k records with a few clicks and less than a minute or two max a while ago.
Very handy and very fast if you want delete whole collections from your repository.
Future retroactive improvement:
All handles will get mapped to an unique form of "BAAAAAAH" to foster pseudonymous interactions.

atproto guarantees that you cannot change a records once it got submitted without changing its integrity, but atproto does not guarantee that data will always be available.
That is still the domain of blockchains, which atproto purposefully does not leverage directly.
That is basically how atproto works by the way :)
Your own PDS repository is "irrerevocable" like a git repository.
Your design is okay, just use your domains you control for lexicons, not ones that you do not access to.
If you store data about government officials and their votes in your own PDS repository, everyone can clone/cache it.
As with everything on the internet, there may still be sites with cache for a very long time or are configured to ignore those delete notifications.
So those records will probably continue to exist in some form or another.
You need to turn your PDS on again, delete those records (with e.g. pdsls.dev) and it will send out delete record notifications to the relays to propagate.
You can also do this with the lexicon records, as unless you have access to the .gov domain, you cannot turn them into verifiable lexicons.
