Video and audio are always recorded separately. When music is recorded live and simultaneously filmed, there is a chance of technical error when rebroadcasting it that will cause the video and audio to play back at different times. That is not lipsyncing, lipsyncing is a different thing
If the audio that you are hearing while you are watching the video is the audio that was recorded while the video is being recorded, it is not lipsyncing. Just because it is not live does not mean it was lipsynced. The person you are quote-tweeting here is correct
