That's a nonsense leap. If you have a SSN in the US, you already have an ID. If you have a NI and NHS number in the UK, you already have an ID. That's been true for decades. What agencies then choose to do is entirely up for debate. The existence of a database key is not in itself sinister.

I think balcony solar and EVs don't play together. I've got an EV. I'd be interested in plugin solar to cut my normal daytime grid usage, but my car always charges overnight at a rate of 7kW for 7p/kWh, which is so cheap that its hard to see a reasonable payback from solar.

Problem with Nuclear is that it is really complicated and expensive and takes a long time to build. Solar + batteries would be cheaper, faster, more resilient to failure and leave less difficult waste.
