One reason we want Charlottesville and Albemarle to fully fund their inclusionary zoning requirements is that unfunded IZ is largely predicated upon the presence of high rents that come from local housing shortages.

I don't remember hearing supervisor Mallek express the same hesitations when, for instance, in 2023 she moved to spend $58m purchasing the land around Rivanna Station. It's easy enough to kick money out the door when you like the idea, and it's just as easy to pump the brakes when you don't.

For supervisor Mallek, IMO it's the same song anyone sings when they generally think something is a waste of time/money but need a more palatable cover: procedural concerns, we can't put the money in the fund until we've perfected the plan and process for how we spend it, etc.

I did appreciate that Missel was pretty aggressive about moving a bunch of other money into the AHIF; supervisors Lapisto-Kirtley and Mallek were totally uninterested. For Lapisto-Kirtley, I think there's some real fundamental misunderstandings about how affordable housing works, or what it is.

the personal property tax is regressive (notwithstanding Albemarle's discounted tax rate on the first $20k of personal vehicles), and it sucks to have this limited set of tools. But it was clear that 3 supervisors took affordable housing very, very seriously last night.

I was also heartened that supervisor Gallaway did the same napkin math I did before the meeting, albeit with more dedication to guessing the value of the average car in Albemarle. Our estimates on the impact of the personal property tax increase were similar: $1.50/month for a household like mine.

Four supervisors - Pruitt, Duncan, Gallaway, and Missel - had promised at the IMPACT Nehemiah Action a few weeks ago to push for $10m in the AHIF. Missel's choice to not vote in favor of a 15-cent personal property tax increase made the difference between keeping that promise and not.

By my count, we're at about $7m at minimum in the AHIF for FY27; if there's leftover money coming in from this year, it could be a little over $8m. What's interesting about this math is that, with a 15 cent personal property tax increase, the AHIF would've hit $10m for the first time.

I wish I'd had the wherewithal to try and livetweet last night's Albemarle board of supervisors meeting; it was a doozy. No 15-cent personal property tax increase this year, after swing vote Fred Missel brought it to a 3-3 deadlock. Eventually, the BOS found about 2m for affordable housing elsewhere

Nothing has me more convinced that Vance spends all day on reddit than this. This is quote-replying to the guy above you and going "erm, I believe you're forgetting a certain world war. one of the first two? 😏" He's trying to epic bacon the pope.

I do find it ironic how we have to have all these delicate conversations about what to do about ICE when Trump and co. have executive fiated USAID, DOE, the Wilson Center, institute of peace, CFPB, and now the Forest service

Charlottesville: The official NOTAM is out. As suspected, it's Trump visiting his winery in Albemarle on Friday.

There are two 30-mile TFRs for this, one centered on CHO, the other on the winery. The one over CHO will be activated twice--for arrival and then departure.

We know conventional street protests largely won't move the needle which means the things that need to be done are things you are not allowed to publicly advocate for.

the really strong and interesting thing about jaime lannister's Big Day is that GRRM writes the story such that Jaime is not a secret good guy or perfectly noble under his villainous veneer; it's that even this messed up dude can find in himself a streak of decency to prevent mass death.
