I don't remember hearing supervisor Mallek express the same hesitations when, for instance, in 2023 she moved to spend $58m purchasing the land around Rivanna Station. It's easy enough to kick money out the door when you like the idea, and it's just as easy to pump the brakes when you don't.
For supervisor Mallek, IMO it's the same song anyone sings when they generally think something is a waste of time/money but need a more palatable cover: procedural concerns, we can't put the money in the fund until we've perfected the plan and process for how we spend it, etc.
I did appreciate that Missel was pretty aggressive about moving a bunch of other money into the AHIF; supervisors Lapisto-Kirtley and Mallek were totally uninterested. For Lapisto-Kirtley, I think there's some real fundamental misunderstandings about how affordable housing works, or what it is.
the personal property tax is regressive (notwithstanding Albemarle's discounted tax rate on the first $20k of personal vehicles), and it sucks to have this limited set of tools. But it was clear that 3 supervisors took affordable housing very, very seriously last night.
I was also heartened that supervisor Gallaway did the same napkin math I did before the meeting, albeit with more dedication to guessing the value of the average car in Albemarle. Our estimates on the impact of the personal property tax increase were similar: $1.50/month for a household like mine.
Four supervisors - Pruitt, Duncan, Gallaway, and Missel - had promised at the IMPACT Nehemiah Action a few weeks ago to push for $10m in the AHIF. Missel's choice to not vote in favor of a 15-cent personal property tax increase made the difference between keeping that promise and not.
By my count, we're at about $7m at minimum in the AHIF for FY27; if there's leftover money coming in from this year, it could be a little over $8m. What's interesting about this math is that, with a 15 cent personal property tax increase, the AHIF would've hit $10m for the first time.

No 15-cent personal property tax increase this year, after swing vote Fred Missel brought it to a 3-3 deadlock. Eventually, the BOS found about 2m for affordable housing elsewhere
