There winds up being a lot of reading between the lines in this thing, and it's hard to say if she doesn't want to put pressure on someone to continue it or actively doesn't want it to continue (for artistic vision, etc.).

It's not a particularly popular spot, but there's enough info in the clue. It's visible from the sidewalk at the right angle, but not the most common angle. I'd say probably gone, but not guaranteed.
